The Special Tactics and Reconnaissance, universally known as Spectres, are an elite cadre of special agents serving the Citadel Council. Unlike standard law enforcement or military personnel, they operate with a unique mandate: to investigate threats that endanger galactic peace while bypassing bureaucratic red tape. When the Council grants this status, an individual is given virtually unlimited authority within Citadel space to act in any manner necessary to neutralize a threat.
